You already know from our telegram No.96 that Benham went to Hong Kong to discuss ways and means of co-ordinating future action in regard to Cost of Living Allowances there with action in Malaya.

At Sir Ralph Hone's request, I now enclose, for your information, copy of Benham's letter to the Governor of Singapore reporting the result of his conversations in Hong Kong. An identical letter was sent to the Officer Administering the Government of the Federation of Malaya.
